Why this page of the panel is loading.

• add: the user just added the panel. Pick the content yourself, such as the last one used, or show a picker.
• restore: the panel was open before (a restart, a switch back to its workspace, a reload). content is what it last showed through panel.setContent, or null.
• open: another panel of this module opened it with panels.open. Show content, or pick yourself when it is null.
